Glucose/carbs and fat storage....

I read somewhere before that insulin inhibits the burning of fat stores, does this happen when there is too much glucose...high blood sugar?
Just interested in general because I have read people's views on refined carbohydrates saying to try and incorporate more whole grain in your diet because it does not spike blood sugar as much...

Any views on this would be very helpful, i'm quite anxious that whenever i'm eating carbs i'm contributing to fat storage even though i'm eating at a deficit.

    Net fat gain occurs when fat storage exceeds fat oxidation. This happens when you consume a surplus of calories over time.
