losing weight as an endurance athlete who lifts?

So here's my story:
I lost alot of weight before i started cycling competitively. Right now I'm training to race bikes at a pretty high level. I bike like ~15 hrs per week, and lift heavy weights ~10 hrs per week. (Like *heavy*, sets at 3 reps). It's the off season right now, and I need to lose like 10 lbs. But its just *not* coming off! It's super delicate, cause I don't want to eat too little, or else I won't make the gains I need in the weight room. (I'm lifting cause I'm trying to be a track sprinter next season. So yes, I do need to lift and do endurance)
On days that I bike 3+ hours I eat between 2k and 2.5k. Alot of the times that's lifting day too. I go for 150 grams of protein per day. I sorta do intermittant fasting. (Ie I don't eat breakfast -- but my problems stem from before this) On days when I'm not lifting or riding, I'm eating like 1300-1400. I'm making decent gains in the weight room.
Does anyone have any experience with problems like this? All my riding buddies are like "just ride alot, the weight will fall off". But it doesn't for me, and it's just infuriating!!!
