The Dreaded Wings

Hey everyone :)
Just posting to see if anyone has advice or experience with this.
Basically Ive lost around 30lbs from my highest weight and currently Im really happy with my shape and weight (I am 5'3 and 115).
At first it was diet and cardio. But the past few months Ive just been walking and doing the 30DS with 5lb weights. I also have a 22lb kettlebell which I use too.
My legs? Fine. Tummy? Fine its consistantly improving.
Yet my arms have barely changed an inch since I started my weightloss. I even have muscle under the fat there and have gained strength but the flab is quite bad.
Should I just keep weight training and going heavier will this help?
As its fat, I dont know does that mean I need to just lose more weight?
A few people have even mentioned it to me (hah pretty cruel but screw em), so its not just me being paranoid.

Ive worked hard to get to where I am and I just want to know is this common for women? Any tips?
Thanks everyone
