Help with Carbs

I haven't lost any weight. So I got to looking and everything I eat has a lot of carbs. I thought I could still eat what I wanted, just use portion control. Well, it hasn't worked.
So my question is explain to me why they are bad and tell me how many I should be eating.

use complex carbs, not simple carbs. try to aim for 40%carbs, 30%protein, 30% fat....
simple carbs are bad because they cause insulin spikes...
complex carbs are slowly released and used for energy but you need healthy fats and proteins too.
