Weight Training Newbie! In need of advice.

I'm new to liftings weights, wanting to gain muscle, etc. So take it easy on me for having rather silly simple questions.

I'm 5'4" 146 lbs currently & would like to see 115 again. I have 13lbs of baby weight to lose yet. I have two children who have wreaked havoc on my once great abs. I would love to start lifting weights. My question is... if I lift weights before losing the weight I need to will I just gain more weight &I look bulky? Or will I be able to attain those lean muscles I long for even if I don't necessarily lose those 31 lbs.

Nope. Lift lift lift. If you are in a caloric deficit then you WILL LOSE WEIGHT. If you have a surplus you gain (steadily) with exercise. When people thing muscle they think the average bodybuilder on the internet. Negative sparky. You wont be bulky if you get stronger. Stronger = more muscle, more muscle raises your calories burned at rest - burning more fat and replacing it with a sexy, desirable women. But dont do body split routines. SQUAT, whatever you do women, SQUAT.

^This. Check out New Rules of Lifting for Women or one of the lifting websites. Can't think of them right now, but I'm sure somebody will.

you'll look better if you start lifting, and you probably won't have to lose as much to get that look you desire

Lifting while in a calorie deficit will preserve your muscles. This can slow down the weight loss number on the scale but that is really just an arbitrary number. The weight you do lose will be mostly body fat. You will most likely be happier with how you look at a higher weight.

Not possible gain permanent weight while in a calorie deficit and very time consuming to add muscle even with a calorie surplus. Women will especially have a hard time because of lower hormone level that encourage muscle growth. You dont get "bulky" by accident.

Dont wait to start. Preserving current muscle is much easier than trying to add it later.

You should pick a weightlifting program and follow it. The weight should be as heavy as possible to complete the set number of reps with good safe form.

Strong lifts 5x5, Starting Strength, New rules for lifting are a few programs that get a lot of great reviews but they are not the only ones.
