Help for my legs

So I would really love any input. My legs just wont get smaller. I lift. I do cardio. I eat at a deficit. Why can I not get thinner legs? Last time I had thinner legs I was in high school (and at that time I thought they were fat, go figure). I feel like I am somehow missing something. So I am asking you all: What do you do to help make your legs thinner? And just as an FYI, I've trained for several half marathons, and still had large legs. Its to the point where wearing a dress or skirt hurts and I cant run in running shorts, only capris.

    And just to clarify, my legs are almost 24 inches around for each thigh.
