I'm 18-years-old, 5'9, around 135 pounds right now. I know that is slender, but they say skinny people can be "skinny fat" and I am one of those people now!
My measurements are around 33-27-37. My goal is to tone up and be proud of my body again.

If you want muscle tone isometric exercises are the way to go.
FInd your Total Daily Energy Expenditure here: http://www.fitnessfrog.com/calculators/tdee-calculator.html
and add 500-1000 calories to your TDEE if you want to gain muscle
I have these and would definitely recommend the author's other two books if you're serious about weights:
Starting Strength (explains the different exercises in the Starting STrength program and about exercise in general)

Weights won't make you bulky unless your calorie intake is too high and free weights are A LOT better than circuit machines (without getting into neuro-muscular connections, the thing to take away is you don't use your muscles separately, so why would you train them separately?)
