When is it actually a plateau?

I am just curious about this. So many people post that they are in a plateau and it seems like it is just normal and not actually a plateau. I never thought that not losing one week or even two is necessarily a plateau. I've always thought maybe 3 weeks, but usually more of not losing weight and doing what should be right would be a plateau.
So, does anybody know how long of not losing/seeing results until it is really considered a plateau?
