Health care costs

My employer has a program allowing a significant reduction in health insurance rates if you participate in an annual health assessment and pledge not to use tobacco products. This year it was announced they are thinking ofy offering the discount to employees who show an improvement in the annual physical and life style assessment. At first it sounds like a great idea, until you realize how difficult it is to improve the score annually as you age. It appears to be a way for a company with a self-insured health plan to increase revenue on the older employees, the demographic group with the historically higher healthcare costs. Anyone else with an employer who provides a discount, and is thinking of changing the requirements?
