building muscle instead of losing weight?

Hey everyone. So for a couple years now I've been casually trying to lose some weight. I've become more active and have paid better attention to my diet. I've seen some improvements but I still have some trouble areas (thighs, tummy) and I'm wondering if I need to be concentrating on building muscle instead of losing weight? I'm 26, 5'1 and around 123 pounds. I think I've been concentrating so long on losing weight that I'm not sure how to change my mindset. Any feedback would be great!

Hard to give advice on that without pics.
Tracking calories is great for keeping control of intake and lessening anxiety about eating more. Just make gradual changes and if your goal is to build some muscle eat just over maintenance for a while, hit the gym hard and keep track of your progress (weight, measurements and strength gains).0
