Cut / bulk questions from a beginner - advice needed

I haven't tried this before and would like some advice please.
I'm currently around 14% BF and weigh 140 lbs.
My goal is 10% BF and gaining small amount of muscle, final weight isn't really an issue. Bruce Lee look is what I'm going for. I feel happy going 14lbs in either direction to achieve it, at 126 lbs I would have a BMI of 19.7 but I think that's roughly the limit of looking too thin for my body shape.
1. What % do you switch from cutting to bulking? Should I get a lower BF before the bulking phase, like closer to 10% and then bulk until 14% again, and repeat?
2. Is it realistic to lose say 7 pounds (I'm guessing 6 fat, 1 muscle) and gain 7 back (5 muscle, 2 fat) to get around 4 lbs net switch in terms of fat/muscle.
3. Anyone got any food advice/meal plans in either the cutting or more importantly bulking? I want to obv avoid gaining just fat back.
