Cold Feet

No, I'm not talking about backing out of a wedding at the last minute. Any of you out there have a problem with really cold feet while running when the temperature drops below a certain level? If so, what's the best thing to do to avoid this. I guess I could wear two sets of socks but I'm not sure if I can maintain good balance if choose this option.
I went for a run this morning and the wind chill was below 40 degrees for the first time this year (I live in Houston) and my feet were almost numb. It was frustrating because I felt like I could have gone a lot longer but numb feet make it impossible to run.
