Does your body fat percentage determine the calorie deficit?

Someone recently sent me this
"Each pound of body fat can provide 31 cal / day of energy. You need to roughly know your body fat percentage. If you are 150 lbs and 15% body fat you have 22.5 lbs of fat, so you can get 700 calories a day from fat. If your calorie deficit is more than that 700 calories per day, then you are at risk for entering starvation mode because you will not be able to meet your nutritional needs by burning fat anymore. You are probably near the line now, and will have to slowly bump up your calories as you lose weight. That's assuming you are 15% body fat. If you are at 12% then you can only handle a deficit of 550 cals"
