Super cold Weather Santa Run - how to dress - help!!

Predicted temp for tomorrow's Santa Hustle is 17 degrees feels like 7 - yikes! I am trying to figure out what to wear - don't want to be to cold or to hot. It's along Lake Michigan so maybe it will be even colder? Any dressing tips from my cold weather sport friends? I've never run in colder than 20 degrees.

    Wear layered clothing because it's always super easy to take off if you get too hot or too cold.

    I live in Los Angeles and I haven't ridden my bike since it "got cold" around 50F. I'm going to ride tommorrow with a thin plastic wind breaker on, a hoodie under that, and a tshirt at the bottom. I can't believe I used to live in Detroit, and actually used to think that 50F was t shirt weather.
