Boosting cardiovascular capability

Ok so I recently went out for a walk/jog and found myself out of breath pretty quickly.

Also I ended up above 80 % heart max and then seemed to stay there.

So my question is

As I walk to work quite often at an above leisurely pace and still seem to end up or of breath when I jog should I be doing some exercise closer to my theoretical maximum (say 80 to 90 %) and staying at that level regardless of the discomfort or should I maintain below or around 70%

My aim is to boost my hearts ability to keep up so I can go harder for longer and also to lose weight.

And yes. I have been to my doctor about the dreadfully long recovery period of my heart and I've had a full work up on a 12 lead monitor and there is nothing wrong with my heart is just out of shape

    You should match the level of you cardio exercise to your fitness level. The recommended intensity level is 50% to 80% maximum aerobic capacity. Beginners can see improvement as low as 40%. Running is a higher-intensity activity, even as slower speeds. Of you are struggling that much it means your fitness level is probably too low right now for that activity. You would be better off using something like a treadmill, bike, elliptical, etc that allows you to increase the intensity in smaller increments.
