Should I stop exercising?

So I have been in a nasty plateau for the last 4 months now. I have been stuck at 217lbs...I am 5'7. I figure I am still way too heavy to be not losing weight - though I have continued to lose inches every month.
Since this all has happened, I have increased exercise, increased food intake...lowered food intake...then over the last month I have taken a total break (have not gained or lost weight, but lost a few inches still).
When i first started this journey - I ate about 1300-1400 cals/day. I did not exercise (on top of what I do for work...which is considered "light activity" as I am often on my feet, walking around). I was losing at least 2 lbs a week if not a bit more some weeks.
I am just wondering If i should go back to this routine and just focus on eating and not so much on exercise...at least until I get down past 200!! It seems as soon as i started to exercise, it through off everything.
