MFP Carb count VS Net Carbs

When looking into different diets and the carb craze that came about I wondered this: Does the carb number that MFP shows I should intake take into account the fiber? Atkins main point is the "Net Carbs" Which is your total carb intake minus the fiber intake. So if I intake 214 g carbs, that shows me over MFP recommendations, but I have 30 g fiber. When subtracted from the 214, puts me below the carb number that is shown as my target. That 30 g fiber is also above the MFP fiber target which for some reason is only 14....I know 20-25 g daily is the recommendation.
