Overweight, but when I do the body fat tester...

I know I am overweight. I am 21, 5'7 and about 190 pounds. I am proportionate though, I have pretty large boobs and a butt. But when I did the body fat tester (the one that you take a pinch of your skin and fat above your hip, then pinch it and see which number its at) says I am about 20. Which on the interpretation chart, says for my age and gender that puts me at a lean to ideal body weight.
I'm just kind of confused about it. I checked it like 5 times, all with the same result.

From what I understand the calliper test is very difficult to do accurately.0

I've heard that the calipers test is difficult, esp if you do not have experience doing the test. I use the Navy BF% and I'm 21, 5'7(5'6.75), and I'm 180 and according to the Navy's calc I'm 31%
