First thing in the morning is likely to be the most consistent. (OK - second thing in the morning!)

As for frequency of measuring it's a personal preference with no right or wrong. If you are weighing weekly then should be the same day every week.

I think best time would be morning after you use the bathroom & before you eat/drink anything. That way you're weighing yourself when you don't have anything (or much) in your stomach. When you weigh yourself at night, you still have food or water that you may have consumed earlier in the day.

At one point I would weigh myself in the evening and with my clothes because I wanted my 'real' weight. However now that I'm really trying to loose and I am obsessed with hitting me first weight goal I weigh myself first thing in the morning and in my skivvies lol

The best time is probably the one that you can stick to most consistently from weigh in to weigh in. A lot of people choose first thing in the morning, after using the bathroom and before eating, wearing as little as possible. I wouldn't worry about trying to pin down your "real" or "true" weight; it fluctuates all through the day and from day to day anyway. Doing it at the same time helps you to see your real progress though. If you weigh one day first thing in the morning naked, then next time after lunch fully clothed, and then another time in the evening, your figures will be all over the place, which might be discouraging.

    This.

Find a good level spot (hard surface) to place the scale and put the scale in the same place for every weigh in. Some people move their scale back and forth between a tile floor and the carpet, then they are perplexed when the weight fluctuates so much. Also, don't compare scales, "Why do I weigh 200 lbs at home, but 206 lbs at the doctors office?". A scale is a simple reference point. Use the same scale in the same place at the same time of day each week and you can have a good idea of your progress.
