Gaining muscle and losing fat

Since I've been losing weight, I've tried very hard to not only do cardio but to also do strength training. I have been eating at a deficit, included cardio and also lifted. However, now that I've lost all of this weight (107 lbs), I still feel loose all over. Mostly in my stomach area but I don't feel as defined everywhere else either. I'm definitely strong, can lift very heavy and continue to improve everyday but I feel like there is a layer of fat over my whole body.
How do I get rid of this? I'm 2 lbs aways from my goal weight of 135. Should I drop down to 130 and then gain weight in muscle?

To build muscle you have to eat a surplus of calories0

If you feel like you have a layer of fat all over, then you need to keep losing. Are you focusing on body comp, or still simply the number on the scale? Keep your deficit slight, lift heavy, and make sure you are getting enough protein (~100g daily).0

I think I'm focusing on a little of both. I guess I'm just not sure how much more weight to lose and how much lean body mass to gain.0 -
Having succeeded on a long weightloss journey, you might not be the best person to judge your conditioning...
Maybe get some advice from people that you trust. It might be that it you lived at this weight longer, how you feel at the weight would change. Maybe not. Just a thought.
Also, are you able to measure to estimate your body composition?0 -

i would maintain for 3-6 months - to give your body a break, and then decide what to do next. y
our skin will tighten up over time as well - though i have read that this can take up to a year.
if you still feel you have too much fat, then you can look at your calories and exercise rouitine and focus on a cut, or you can bulk to gain a little muscle before you cut.0 -
You also might have to consider that with a significant weight loss, some of the extra layer may be excess skin and it can take quite a while to go away, if at all. From your pictures, you don't look like you have a ton of excess skin, but you might still have some and diet and exercise can't really make it go away.0

That's all a matter of personal preference... we can't answer that for you. It comes down to how lean you want to be and how strong you want to look.0 -
With that much of a weight loss, chances are you're dealing with excess tissue from skin and maybe not as much fat.
