Help on body measurments

I'm 1 week in. Weighed myself this morning with no change on the scale :cry: I didn't expect a big change since in the past my body usually resists change for a good month, but 1 pound would have been nice to see gone.

Another factor I'm taking into consideration with the stubborn scale is that in the past I have only ever done cardio to lose weight. I am now more convinced than ever to do it right and build lean muscle mass, which means this past week has consisted of 4 30-40 minute weight lifting sessions along with short cardio warm ups and sometimes followed by 15-30 minute moderate cardio. Is it possible my muscles have grown therefore no movement on the scale?

Regardless of the above rambling, my real question is: Are there proper techniques for taking body measurments? Which area's do you measure? How often? I've decided I need to take my focus/obsession off the scale and really start to pay attention to the way my clothes are fitting and body composition.
