What can I do to tone up arm flab?

I broke my right wrist when I was young and have virtually no range of motion in that wrist due to some complications so push ups are out. I have some 5 pound weights but I'm not sure how many reps I need to do or what exercises to do to get some definition and lose the flab.

Are you talking triceps? Or biceps?

My wrist is in the same situation. Knuckle push ups are your friend.0
