Muffin Top?

Ok so from everything I have heard, seen, and read.....this fluffy, jiggly stuff above my belt is called a muffin top? I unfortunately have always (a way to genetically blame someone else) have had this, either when I was in shape, or now when it resembles a lumpy down pillow.
With all of the conflicting information out there, i.e. pills, training specifics, certain foods, I am overwhelmed. Has anyone had success riding themselves of this annoying addition? If so, did you do anything other than general cardio fitness and weight loss? and is it even really possible to completely rid oneself of this plaque or are we indebted to it forever just at different degrees?
