Stubborn fat!

I have quite a narrow waist, so most of my weight is on my bottom half, especially my thighs/calves. No matter how much exercise (and I'm eating healthy) i do, while my waist gets even flatter my leg fat, particularly the top of my thighs will not budge at all. It's really annoying me to the point I won't wear anything which shows the top of my legs off. Is there any sort of exercise to target this area? Now I know to lose the weight I have to lose weight all round etc etc but I just mean stretches/squats which will aid it? Thanks
