Tips on consistent weight loss?

So.. I want to lose 40 lbs..

I was thinking.. starting off by eating 1500 cal for a month then 1400 next month.. 1300.. then 1200 for the rest of the months.
Do you think that might help at all ?
Also.. regarding exercises.. would it be bad for me to eat 1500 calories and work out 1000 calories off at the gym?
