Should you meet your BMR with NET cals or GOAL cals

Hi all...I know this is a worn out topic but i'm trying to wrap my head around this and FINALLY understand and get serious!! Here are my stats:

25yrs old
207lbs
5ft 6in

work out 6days a week
walk 1.5 mile mon-fri(work downtown, no parking!!)
daily exercise (after 1.5mile walk) burns about 300 cal
average weekly calorie burn:1982

BMR:1748.15
TDEE:2701
Food goal set at: 1700
average net per week: 1443.14

My food goal is set to my BMR but with exercise, i'm still only netting about 1400. Should I be eating back those 300 ish cals to be at BMR or is that a big deal? aiming for 2lb weight loss per week. I know with the TDEE, dropping 1000 cals already makes it a 2lb weight loss deficit and i shouldnt go under, but i'm still confused. Thanks!!!

    A lot of people here will tell you that you should be eating AT LEAST 1800 every day. More is you're hungry after a workout.
