Going Strapless

What are some exercises I can do for my upper body to get it in "strapless" shape? I want to get rid of upper arm fat and tone arms, back, shoulders, and also get rid of that horrible bulge under my bra at the back. Ugh. Any suggestions would be much appreciated!

    Push ups
    Arm raises - hold something heavy a can of veggies, a gallon of milk depends on your ability and lift your arms in front of you shoulder height then back down
    Shoulder press - take the same veggies and lift your arms above your head so that the cans touch above your head
    Dips for triceps
    Rows
    cardio to get rid of fat

    Thanks for the advice! I have been doing a little bit of all of those, so it's good to know I'm on the right track! Now let's hope I get some results! :)
