Nearing day 300 but... (Help)

Despite logging for 290 days, and in the last 3 months netting around 1750 cals a day I am not losing weight. I should be building muscle and losing ~1lb a week. Any ideas why I am struggling so so much to drop this 20? I thought if you ate under maintenance you lost weight, so wtf. My BMR was tested with a body comp scale at 2235, with a 24.5% bodyfat.

I've switched to a keto diet this week. When I was really really big in my teens I lost 180lb doing it. Now it seems I can't lose anything once I hit 220. I just stall.

I do cardio almost every day 30-45 minutes low intensity (120HR) and weights 3x per week. I am building muscle in my legs and my strength is increasing but I still have the same physique as 4 months ago.

Ideas? Tips?
