how do you know when you are there? your number?

i have had a goal of 115, i am 5.2 ft. i find it hard to get there, not sure if it's me not trying hard enough, letting myself slack a bit or if it's just not my number to stay at? I Got as low as 116.4 in Dec and stayed there all month. Then i went on a 1 week All Inclusive trip over New Years and gained 5 lbs and i can't get back at all. It's been 2.5 weeks now and i just seem to bounce around 118-120. SO i am wondering if i am not ment to be lower? since it seemed it was so easy to gain.... am i not trying hard enough? just not sure how you know when you have hit your magical spot for weight and then just try to maintain that and not strive to hit a lower goal anymore?
