    Toning, as most people mean it, is to shed body fat to the point where the muscle below said fat becomes visible.

    reducing fat = losing weight + retaining muscle
    losing weight = maintaining a healthy calorie deficit
    retaining muscle = heavy lifting + sufficient protein intake

    so if a = b = c...

    toning = maintaining a healthy calorie deficit + heavy lifting + sufficient protein intake

    squats and lunges fall into the heavy lifting part of my advice, a calorie deficit with sufficient protein intake is the "it's more about diet" piece.
