Working out while its cold?

The past few nights have been very cold ones, and I do my workouts outdoors (at night, yes, around 9 pm. It's the only time I have to work out)
Last night was 11 degrees out when my roommates and I did our mile and a half walk .
Tonight was 22 degrees and I felt it more in my chest (a strange tickle) because it was one of my running nights, so I was breathing a lot harder.
Is working out in the cold doing more harm than good? I'd like to hear your opinions and experiences.
