TDEE-20% is lower than my BMR!

Hi everyone, I have a calories question. I've heard people say that eating TDEE-20% is a good way to go. My TDEE is 2000, so my TDEE-20% is 1600. However, I've also heard that you should never eat less than your BMR because you will go into starvation mode. My BMR is 1800! How can my BMR be so high? I've checked it on several websites. What should I do? I'm eating 1400 for now, was on 1200 for a while but couldn't do it and I feel much better at 1400. But if I could eat more I wouldn't mind!!
