Skinny Fat- need major help!

Hi everyone! About two years back I hit a high of 210 pounds, and now through diet and exercise, I slowly got down to 126. Unfortunately, my body is STILL in really bad shape. I am very noticeably "skinny fat". My skin is sagging and gross(especially my stomach and arms) despite that I have been doing strength training every day for a while now. I never lose fat and gain muscle no matter what I seem to do. Whenever I try something new, I just end up losing more weight, and my clothes get looser but my body never looks any better. I am young and have been in bad shape my whole life, and would just like to look and feel good in a bikini this summer. Any help would be GREATLY appreciated. Thanks guys ^_^
