Weight and inches

So, I've got in the habit of measuring myself as well as weighing (thank god!)
Basically, I've been going to the gym a lot. I understand that you can't gain muscle on a calorie deficit (or at least that is what most people on here and the trainer at the gym say, sorry if I'm wrong!), but essentially last time I had these measurements I was 8lb (possibly 9) less than I am right now. I don't think it's anything to do with bloating, as the measurements appeared consistent both last time and this time over a few times & days.
My question is, does this mean that the gym is helping me tone and therefore lose inches even though I'm at a deficit? I'm not complaining, I just want to understand what is going on with my body so I can keep improving it
