BMR + TDEE or 1200 cals

I keep reading conflicting posts on here about these two ideas to lose weight.
I generally stick to 1200 cals but sometimes I go up to 1300 cals but I am not hungry at all so is that ok or should I eat more cals by doing above BMR and below TDEE?
I don't actually know what my BMR or TDEE is but I am assuming its more than 1200 cals a day.
I have circuit training twice a week and pole class once a week. These are new training classes so I am pretty sore after them, once i settle in I will start running again.
I am 28 and weigh 74.6 kg,
I would like to lose 5-10 kg but I have never been able to, i seem to get stuck at 71 then give up and gain weight again
