Does drinking unsweetened tea (no sweetener at all) equal drinking water?

Yes you can count that as water!0

Personally, I don't count it as water. Some people do though. I guess it's better than soda and all that other junk since it's not sweetened. Log it if you want!0

Counting cups or ounces of water is unnecessary and arbitrary. Make sure you are hydrated..that's it. No magic numbers are necessary. This thread explains it:
