Oats are a grain. You can make bread with them if you want, but you'd need to grind the oats into flour first, and probably mix it with some other flours first.

So no, oatmeal is not bread. Oatmeal is oatmeal, bread is bread.

    What an odd question.

Oatmeal is rolled oats, a grain. Bread is generally a wheat flour based product. Not sure exactly what class "bread" is but plain rolled oats aren't bread.

No if you are trying to stay away from "bread" oatmeal is not the same. Think of the reason's you are trying to stay away from bread, as in the carbs? the yeast? the gluten? the lack of fiber? This should help guide you to whether or not you are gonna want to exclude oatmeal from your diet.

Personally I think oatmeal is a good thing and only used to monitor it's use when I was on a low carb diet. Now that I'm on a low cal diet I would only monitor it's calories. Make sense?

as another commenter said, theyree quite different things, but the issue is what you mean in a functional sense. Oat is a grain that sometimes is an ingredient in bread. But bread more often is (at its simplest) wheat ground into flour, yeast and water. Most commerical breads contain far more ingredients and are very processed. So the question is, are you avoiding bread to avoid grains in general? wheat? processed foods? gluten?

Rolled oats are the more common type of oatmeal and are better for you than highly processed instant oatmeal. But both are processed. The best version is steel-cut oats, but they take the longest to cook. It's a very healthy food.
