Last 10/15 pounds to go and wont budge

Hey everyone-
So Ive been trying to lose fat/gain muscle for about 6-7 months now. Ive done all the Jillian Michaels workouts, Insanity, Asylum, running, Chalene Extreme, p90x, weight lifting,etc. Yes they have all done me VERY well. Im in better shape now than Ive ever been.
But now Im down to that last 10-15 pound stretch and its INCREDIBLY difficult to lose. I can "see" that there is still fat on my body, and after doing some percentages Im still a touch higher than I would like to be ( Im at 22%-24%, Id like to ideally be17-19% if I can).
My question is this: Ive been doing some pretty intense weight training this last month (also doing cardio of course) and JUST started to do HIIT cardio 4 times a week with running. Im at the gym for no longer than an hour and 2 -1 rest days. I typically have a 500 calorie deficit, give or take, and consume around 1500 calories (Im 5'4" and 140 pounds).
I feel like I need to tweak something because Ive been on this plateau for about 2 months now. Im not obsessed with the scale but I havent lost any inches anywhere for two months either. I use a BodyMedia Fit armband so Im pretty accurate with my calorie burn a day and am meticulous about intake. What do you guys suggest I can do to really get my body out of this rut?
(Note* Ive tried eating more, didnt work. I tried taking a week off, didnt help either. Im at my wits end).
