Muscle vs. Weight

It's fairly obvious to me that my body is trading fat for muscle. I've lost a couple inches at this point and am thrilled. My arms and legs are shaping up very nicely. The hour a day plan seems to be working. However it's been almost two weeks and the scale hasn't gone down, granted it hasn't gone up either so it could be worse. At what point does it stop being trading and start being that I'm doing something wrong?
