Losing weight but not inches

I'm about 14 lbs into my journey but have only lost between 1/2 inch (hips down) to 1 inch (waist up) - I'm a pear to begin with. I do some strenuous cardio and some weight training and I walk at least 30 minutes 5 days a week. I see so many posts about people losing inches but not pounds but I'm the other way. Do I just need to ramp up the muscle toning like crazy? I don't have a regular program or gym because I have an unpredictable work schedule so I use whatever the hotel gym has when I'm on the road and I have some weights and EA Active and Fit for the Wii at home. Thanks!
