High Blood Pressure v. Exercise

I just joined a new gym after training around 4-5days a week.
Just had a fitness test with the new gym and my BP was 173/121. Was told I couldnt exercise until this was lowered or had permission from the doctor. I am only 21 yrs old so is unusual for my BP being high although I am stressed out with uni work.
Any suggestions on what I should do?

Go to the Dr's first my bp was 210/105 and now on medication for this but i was told not to exercise by the nurse but the Dr said it was Ok, Stress only affects the top figure so can change quickly . It's the bottom figure thats high should be about 60 or 70
Go see the Dr !!!!!0
