Hey, maybe you should speak to a doctor/physician/personal trainer at the gym for exercises you can do that won't hurt your back or neck.
But as somebody said above, with any diet and any exercise you can lose weight. You can't choose where you lose weight from, but if you lose weight your midsection will get smaller0 -
have you considered swimming/ water aerobics? the ultimate non weight bearing exercise...0

Without knowing if its a chronic back/neck condition its actually really hard to give advice. Have you done exercise to strengthen your abdominal and back muscles to support your spine and neck? It seems to me the exercise you should be doing would be to try and sort that out first so you can then go on and do other types of exercise. Have you also ever looked at Bowen therapy? You might actually find significant help with that, Google it.
As someone else has said...it really is about 80% food and 20% exercise for weight loss.
