I keep hearing that you can't spot treat....But, is there any way to lose weight from everywhere BUT have the belly fat be the majority of what you lose? Either through nutrition or exercise...or both? Or is that just up to luck/genes?

The body will lose fat where it chooses to. Obviously, if you strength train one part of the body more than another, you'll see definition there first, but you can. not. spot. reduce.
Maintain a reasonable deficit, strength train, and eventually, the fat will come off. Just takes time.0 -
No you can't decide where you don't want to lose weight.....but if you need to work on a specific area then this will help: http://www.divine.ca/en/fitness-and-nutrition/exercise-finder/c_266/0
