Eating too many carbs?

So here I am, attempting to lose my last 10-15lbs and it has been a STRUGGLE. For the last month I can't seem to budge below 139-140. I just stay there. I've tried not eating back my calories, eating my calories back completely, pushing myself to get 1000+ cal burns at the gym... and nothing. I know you are probably thinking, there is nothing left to lose, but I still have 25% body fat and most of it hangs out on my hips and upper thighs. After looking at my diary entries over the past several weeks, I've noticed I eat around 200ish carbs a day which is quite a bit. I don't have a massive sugar addiction, but I do eat some sort of sugary treat within moderation each day. Anyways, I don't want to do some low carb diet thing completely, but I am thinking about low-balling it on my carbs 2/3 days a week with a regular carb day to follow and keep doing the process. I know some say either you dive in and do it completely or not at all, but even some carb moderation would be better than none surely? I guess I am trying to just change my food choices for the better as I already eat very healthily, but I don't want to fail completely and I know that I cannot go completely low carb since I am training for a half marathon, RAGBRAI (bike across Iowa basically), and Tough Mudder this year. So on my low carb days, how many carbs should I eat? 70? 50? Thanks for your input!
Btw today was a terrible day for sweets so please don't judge my intake there, usually I am MUCH better. I hate veggies unfortunately, but will do my best to add those in.

I lost my weight by limiting carbs to 100 g or less per day, usually right at 100. Looking at your diary, you eat lots of fruit and high-carb sweet snacks, and very few veggies. Salad veggies have important nutrients and are low carb and low cal. Add some meat protein and healthy fats to round out your calorie requirements. See marksdailyapple.com for the reasons why.0

I've lost almost 90 lbs and I eat 55-60% of my calories from carbs. Carbs are not the problem. Just eat whole foods, eat enough to fuel your workouts, and just be consistent. It'll come.. plateaus are inevitable. Perhaps your daily caloric deficit it too high? The closer you get to your goal, the smaller your daily deficit should be. As you get closer to goal, try lowering your weekly weight loss target to only 1 lb or 1/2 lb. Any more than that when you don't have much weight left to lose, and your body will just fight against your efforts.
