    No. Putting something on your skin does not change the tissue composition of a body part. When you lose weight , some of it will come from your face.

    Lower your overall body fat % and the face fat will go.

    Don't buy into the wraps, masks, etc.

    If your face is naturally kind of round (hard to know what you are talking about with "face fat" since you have no pictures posted) you might do well to get a haircut from a really good hairstylist, telling them you want to make your face look more oval, or draw attention away from a certain area, etc. A really good hairstylist will know how to give you a cut that is flattering to the features you have. I'd certainly try that to see if I could be happy with my current face before doing anything more drastic.
