No. Putting something on your skin does not change the tissue composition of a body part. When you lose weight , some of it will come from your face.0

Lower your overall body fat % and the face fat will go.
Don't buy into the wraps, masks, etc.0 -
If your face is naturally kind of round (hard to know what you are talking about with "face fat" since you have no pictures posted) you might do well to get a haircut from a really good hairstylist, telling them you want to make your face look more oval, or draw attention away from a certain area, etc. A really good hairstylist will know how to give you a cut that is flattering to the features you have. I'd certainly try that to see if I could be happy with my current face before doing anything more drastic.0
