Click on the downward-pointing arrow next to their name and select 'view profile'. Under the name in the profile are two buttons - 'send message' and 'add as friend'/

The latter sends a friend request, the former sends a private message. I think it's polite to send a message as well just to explain why you want to be friends, but your opinion may vary.
