Guys perspective on friendship..

If a guy tells you your his "best friend" but treats you way more then that when he knows you like him or he likes you but doesnt want to date, and wants nothing to change, can it really turn into more then a "best friend" act like your dating type thing? I just asking because I dont want to hold on anymore if its nothing. This weekend I was told how he really cares about me and hasnt hanged with any girls since he met me but hes still in love with his ex so I dont know if this is just a game or what..Im just looking for perspectives I guess, thanks
