Need HELP! What do I need to change?

I am sure this has been posted a 100 times but instead of taking the time to search (not feeling motivated today) I thought I would ask the experts!!
Quick background I am 5'6 187pds (as of today). My highest weight was 215ish and last year I lost my first intial 30pds. I weighed 183 in April and then gained about 10pds back from July/Aug 2012- December 2012. Since January 1st I have been back on the band wagon and trying to get to my goal of 145. In the month of January I have been slowly getting my eating under control and then starting February I have incorporated exercising. Here is my deal:
I weighed 186.4 Sunday 2/3 one week later I weighed 184.2 on 2/10 since then I haven't lost a SINGLE pound and I keep gaining and losing the same 3 pds!!! I have yet to see 184 again and on average I am about 186 consistently for days (I know I know I am not supposed to weigh myself everyday). For the past 2 weeks I have been working out 4 times a week, an hour each time and burning about 675-1000 cals each sesssion. Last week I started going to the gym and focusing on cardio. I have MFP set to lose 1 pd per week and it has me eating 1480 cals a day. I usually eat about 200-300 of my exercise cals back and NEVER let my NET go under 1000-1100. I drink at least 8 glasses water.
Today was my weigh in day and big shocker I am STILL up the same 3 stupid pds, 1 stupid 87 I weighed today. What gives?!?!
PS.. I have noticed I am retaining water lately, my ankles and legs are always swollen but pretty much down by the morning. My first goal is 13 weeks away, I wanted to be 165 and I am thinkin I am not going to make it

Looking at your diary would help understand what's going on with you. Are you logging everything correctly? Accurate weighing and measuring? Eating lots of salt and/or processed foods?0

Have you checked your BMR and TDEE? You may be eating too low a calorie diet for all that you are burning through your exercise. When that happens, your body tends to hold on to the weight as it feels you are starving it. Looking at your dairy would give a better idea.0

I always do that too. I lose a few. Then gain and lose portion of that amount. Repeatedly, for a few weeks. Then lose another big chunk. Then gain and lose a portion of that for several weeks. Then lose another big chunk.
I've just come to the conclusion that my body wants some time to practice being that new weight, lol.0
