I don't feel I really need to lose -weight-, but I do want to lose 'fat' and tone up my body. I've been working on toning up for a long while and I've definitely gotten thinner in my belly area, and definitely my arms, but despite this, I still look quite 'big'. I have a bigger than average bust (32 E UK size), 5"6.5 and have a waist about the same size as my hips. I'm what you may call a "H" shape. When you look at me side-on I still look quite big. Despite all my efforts, I don't look any smaller. Will I ever be thin? :frown:

Also, is it possible to shrink your waist and boobs?

Thin is so difficult to define, what is thin to one is not thin to another. If you want to change your shape you want to focus on lifting weights, don't worry about bulking up it will help resize you. A pound of muscle takes up less space than a pound of fat. Noone can answer this question for you because your thin is not my thin, you have to get to a place where you're happy with you :)
