Safeway nutrition data MIA

Why isn't a large franchise like Safeway required to publish nutrition data for food items they produce and sell in their stores? I wanted to know the nutrition of their bakery doughnuts and couldn't find any info at the store or on their website. The bag they provided had a bunch of numbers next to a brief description of different bakery items, but no context. I'm not even certain if the number is for calories, and if it is, what the count is supposed to be. Is Safeway somehow exempt from the law?
